Like the idea, but It seems messy. Like the lines and details aren't clear at all. It looks REALLY messy on bright colors, so maybe cleaning it up a little would help? And make it a little more obvious/realistic. Personally, I have no idea where the lines are coming from or why and why they're supposed to be there, etc.
However, I do like how you can see the entire design on the dark blue, and the colors stand out so much. I think dark blue is the right color.

I would love to add more detail...maybe some chocolate chips, a little more shading. It's what I'm used to with designing, so the 8-color limit is a killer! I'm also new so I'm not sure how to work around that. Tips?

They look very, very messy. I'd suggest defining them more...their outlines/edges/details. Then it might be a little easier to critique both the design and idea.

Definitely agree with the cream.
First off, let me say this is without a doubt the CUTEST design I've seen. Ever. For anything. I love the hand-made look. It's so minimal yet so...pretty!
Personally I think the bubbles are a little...distracting. They look very unnatural...maybe if they were down lower, equal to or a tad lower than the jellyfish, and moved to the sides more away from it, too, for more spacing? The jellyfish looks like it could be moved up a little too...a little more centered.
But other than that, I have nothing. It's just those bubbles. Haven't voted yet, but definitely will pick Submit when/if the bubbles are touched up.

Not liking the idea, but I like the approach. From the design viewpoint, honestly, it doesn't scream Techno. At all. It looks like something really pretty that you tried to add techno elements to. It would be more "natural" if they weren't there.
You have really organic shapes and lines at the top, then it turns into solid shapes and lines. I assume the white text is rain. Loving the white, but not the numbers/text thing.
My suggestions are to completely throw out the Techno idea, and continue with the approach. Use as many organic lines as you can, etc. Also, figure out what you want people to SEE. You have so many elements that you're trying to make cooperate that just aren't meant to be together.
Again, loving the approach.
