BTW: Murderer on the back sounds interesting. Maybe with a trail of bloody footprints, trailing off toward the front of the shirt?

A bit of shading might help it look more realistic, too -- but I don't know if you want to do that much work to it, since it would technically need a separate bit of shading for every single one of those colored squares.

I was going to say, 'Add a third tentacle, reaching into the bag on the boat,' but jancola beat me to it. So I'll just second the notion.
Also, I definitely think it needs colors, because mere outlines doesn't do any of it justice. Fill in all the visible objects, and put some very light blue on the water ripples, then put it all on a medium-dark blue shirt (which can serve as all the surrounding water).
It might also make better use of the available space if the tentacles originated from a point lower down on the shirt than the boat.
And for the love of God, do NOT add the octopus' face (particularly not with any idiotic smile). The tentacles alone are quite enough.
