Yep, they're stealing the TV. I'd probably relate most to the arrow heading for the blocked exit. (to dirtymonk: Sure, it could appear in other colors.)

I wouldn't do different colored tees. I like the simplicity of the white; it helps focus on the illustration. Funny, though. Reminds me of a problem solving flow chart we had posted in my theatre.
