Too many of the clouds are the same, I think the rainy one is great, but four of them have almost identical expressions. I think: lose those, maybe add some text so the open mouthed one is saying something. As is.. just almost cute. the repitition and the shirt being so covered detracts from the concept. If you lost some of the similar faces (if not, all four) that would open up some blank shirt and help the composition.

Needs to be on blue. Otherwise I like it's cute simplicity.
