he's not.
check out reference photos for antique diving suits and you'll see that's what the "shoes" looked like.
and his arms are just crossed across his chest, I guess that automatically makes it a straight jacket?

very cool but the diver kind of looks like he's being hanged. which i know you can't really do underwater but still...that's what it'll look like from far away. make him touch the bottom and the line be a little farther away from his neck. other than that, crazy awesome submission.

holy diver, you've been down too long in the midnight sea.

not a huge fan of the design though, the legs look a little twisted from the body and the other arm is MIA and i think you should have drawn the lettering on the sign instead of having it neat and typed.

Looks fine on black to me...though I'd end up snagging one of the grey shades :) Forever pantsless is right about him looking like he's being hung - feet might need to touch bottom. The antique diver's suite turned out just fine.
