it's not.

The line is the little metal support that would be under a pinp-pong table, however in the context of the joke it doesn't make sense. The ping-pong aspect is illustrated enough by the tiny netting without the metal support. That being said, I don't like this drawing style very much, nor do I like the joke on a t-shirt. Maybe cottonfactory would like this design though...
