I think it needs more definition, like more lines to it so the statue of liberty doesnt look all lumpy. :)

The reason she looks fat is because of the toga-esque thing she wears, it's not supposed to be fat rolls.

But yeh i agree with the others, if you could add more lines it would be easier for people to understand that you are not trying to make lady liberty look fat.

This is an interesting concept, but I think it would be better with more definition to Lady Liberty, and the placement in the bottom right corner.

I'd maybe make the graphic light green (the color of oxidized copper) and put it on a darker green shirt (for the two tone effect).

Well we all get that her back is itchy because of the title. But if you look at the shirt alone, it doesn't really look like that. In fact, if I didn't see the title I wouldn't have even thought about her itching her back.

Instead, without the title to guide you, you get more the idea that Americans should pull their own weight in the matter of liberty and hold up their own torch, or something along those lines. A t-shirt for activism?

Maybe that's the real purpose?

I'm really not sure what to give it.

i agree with the_efaf. i think that without the title you cannot tell that she is scratching her back. i'd suggest adding some more lines, or put the title on the shirt.

if you could see that she was scratching herself i would definately want it. im giving you a 5 cuz i like the idea.
