Image Interpolation to be 'Nearest Neighbor (preserve hard edges). So when you scale it up, the pixels stay intact and it doesn't get blurry. It's effectively infinitely scaleable.

@skindapple, I work with a 1px pencil tool zoomed right in to the pixel grid in Photoshop. Resolution doesn't really matter at that point but always save at at least 300dpi. You need Photoshop Preferences/General/Image Interpolation to be 'Nearest Neighbor (preserve hard edges). So when you scale it up, the pixels stay intact and it doesn't get blurry. It's effectively infinitely scaleable.
