Poorly drawn, and the centre line is off.
Also, what's bipolar about it? Both sides are the same?
If there was come contrast, or maybe two bears, it'd be better.

it's a play on words that doesn't have anything to do with the actual meaning of bipolar, just two polar bears...or flippant treatment of a serious disease that affects people and their families deeply.
