For those who may not be able to place the scene, I've read the book but it took me a minute.

Those are not radiation suits. They're actually biohazard suits.

The scene is thus:
A bunch of people who are carriers of incredibly dangerous diseases are playing outside. They are held in isolation for the safety of the public. They are perfectly healthy and normal, but they have to wear the suits lest they catch one of the other ailments, or pass theirs on.
