Maybe you should give the black target more of a story by saying something more like, "OK! That's IT!!! Drop your weapon!" Also perhaps on a red shirt? but otherwise nicely done.

I wish the text bubble was a bit bigger or a more angry bold font. It seems to fancy/light hearted to go with the image. Otherwise, great design!
