Have the rays of light extend past the frame.

Work on what felix said above. Make the rays god considerably past the dark frame, then they will REALLY shoot out at you. Nice. |

looks good. the one comment i would make, though, is the cloud on the bottom right breaking the frame looks a little too contrived. i know you probably wanted to balance the wing in the opposite corner but the fact that it covers the bottom right corner feels weird to me.

Not a bad concept or design, but it's blurry, not sure some people understand the concept of vector vs. bitmap.

The stars/clouds/moon are kinda cheesy. Lose them and extend the rays beyond the frame, and it'll look pretty good. :)
