I prefer the left placement to the right.

The highest cloud is doing funny things to the image. It seems like it's dividing or cutting the picture into two due to its size and how far away it is placed from the main focal point.

i agree with the clouds, they look a little odd with the little one separate. maybe a big one would look better separate?

the dog holding the umbrella looks cute, it's handle looks like it is doubling as a smug grin.

have you considered adding a lady falling from the sky similarly dressed in 1950's wear or another man? it would link in well with the "raining cats and dogs" having two figure falling from the sky.
