I don't think it needs the text. Love the couple walking away. To me it says "we're tired of the same old choices".

i think the concept goes.. we rely on government to fix all the problems. and he problems are caused by us. the gray text talks about the black and white text, saying it wouldn't cost you either way.
it wouldn't be the same without the text. |
