It looks like Mary Poppins!

I really dig the upper half of this design with it's multiple colors and nice contrast-y silhouette, but I'm not digging the hard fade-away and the shape the rain is falling in. Maybe have some of the rain surround the design rather than plunked in the middle of it?

this looks exactly like the traveler's insurance ads that have been on tv recently, man in a bowler hat with a big umbrella. as in, the big news story recently about how traveler's just snatched the umbrella logo back from citi. here's a picture of the ad: http://www.slate.com/id/2189121/ . i do enjoy the man with the umbrella though.
