I really enjoy this. The fish reminds me a lot of Nemo even though it isn't a clown fish. The bird's face is awesome. Little bit less cloud and it'd be good! 5.

a few people have mentioned there being too many clouds, so i'll try to fix that before print if it's chosen

Re. clouds, at least make it so the bottom one under the bird's tail isn't cut off -- looks wrong compared to the rest of the cloud borders, and you've got plenty of room still on the shirt.

I actually like the clouds. It gives the impression of depth, which is paramount when you wanna say "JESUS CHRIST THERE'S A FISH IN THE SKY." As you seemed to follow a three-tone pattern for everything else, though (highlight, base, shadow), perhaps consider giving the clouds a few shadows so they don't look quite as flat.
