The "NO" circle graphic needs to be covering the voice balloon. With the voice balloon on top, it makes less sense.

That's what I thought at first too, but then I looked at a lot of "No Smoking" signs, and almost all of them had the cigarette "above" the no-sign (at least, the ones that looked good).
Decided it got the point across better this way, without crossing out about 1/3 of the bubble. |

I agree with Distill, if the circle is on top, you won't get the gist of what the balloon is saying.

well executed. just not for me. I'm new to this community, but from my browsing around this seems a little commercial.

Commercial in look, maybe, but not in tone. Tonally, I think it fits right in with the Threadless atmosphere.

About my design
Consider a light blue or navy shirt (or white, if you're not into the whole "contrast" thing). Sign "white" is really a very light (5%) gray. Metallic Clear ink over image area for some "pop" value.
Please print so I can buy one for my daughter . . . the child's a word-sponge in all the wrong ways!
