nice style but i think this needs a bit more to it maybe a background or more objects/characters. and the shadows need to be a darker color, right now it looks like he's sitting in a puddle.

yeah, shadows should always be darker than the ground they're on and the ground in this design is the actual colour of the t-shirt.
i really really like this character though (and the little bird as well) though i agree that it seems a bit simple and incomplete.
it's your strongest so far though i think in character/uniqueness. keep on keeping on.

i think you should definitely develop this character, but you might do best at putting it inthe critique section for a tiny while before you officially submit it to get the most out of your abilities.
this is one of the few designs i don't think deserved to be dropped early. the characters are really really very lovely. i know that some people don't like putting things in the critique section because not many people comment but if you would like to you could totally link me once your critique is up and i'll definitely comment some more.
