Yes, I also thinking not put the surfer before, but without the surfer it can't bring out the "huge" feeling. The wave will look weak.

these colors are ok, cyan not really my favorite... bet it would look awesome in vintage browns / oranges on a kind of beige or sandy shirt... keep the surfer but he needs a makeover... maybe more stylized and 'intense' or something, yet also intensely chill as someone else suggested...
