Yeah, most people wont see this and think it's making a statement about whether punk is dead.

Most people will see this tshirt and see the girl who supposedly slit her rist and roll their eyes and say 'wow, another pretentious angst-core dick who thinks they're punk cos they have a suicide depiction on their T'.

If you want to make a statement about whether punk is dead or not, you need to make the genre seem like more of a focal point than some chick with blood above her.

great illustration, great design. i don't think you made a mistake with the punk thing, it was obviously a topic you wanted to illustrate so who cares about who is going to understand it. it's art. let people think what they want. the only critisism i can make is that maybe the girl could appear to be a little more punk.
