Yeah, it's one of those things that just popped into my head while I was listening to the tragically hip. To clarify (a bit), in the song, I think he's comparing a person in his life to the ocean, and he keeps saying "yer not coming in", but each time the chorus repeats, the ocean is higher up (toes, chin, etc.).
So the "ocean" is coming in, but he doesn't want it to, so... it's coming out of his finger (I thought, maybe, it would be a bit akward if he was taking a piss).
But I just like the design.

The finger peeing aspect is quite funny actually. The cut-out static clouds really clash with the rest of the pic tho.
