Good artwork, and a great concept. My only concern is the appearance of the raindrop's party hats. Right now it looks like the raindrops have diseased scalps, so add some color. Over all, this is an excelent shirt.

Oh, I didn't realize they were party hats until I read Slpjya's comment. That's the only thing I would tweak. Otherwise, it's an absolutely lovely design.
