Your concept has potential, but the execution here is pretty poor. Maybe if you cleaned it up, added some outlines and details, indicated the water with some simple black lines, and redid or completely removed the text - then you might have something. Whether or not you try those suggestions, you should definitely experiment with the image, make some changes, and then maybe resubmit.
