It's a bit monotonous in black and white on colored backgrounds.

put some colour in it, Graphic is great, but it needs the colour to make it stand out.

I normally would add my voice to the "add color" camp, but looking at your illustration I actually like the black and white because it allows the details to stand on their own.

this definitely needs more color and I feel like the balloons should be going in a specified direction.

more colorful would be fun, but i think it looks rad b&w already.

don't add color, put on white shirt instead

I think the design would look much better on a gray or white shirt. The brightly colored shirts take away from the design.

Or just keep the black and put it on a colored shirt, but no white filling, it would work with green or red I think.

I agree with Renazzle re: grey shirt or taking away the white filling. I was about to suggest that myself.
It's not bad on the softer blue background but the pink and blue t-shirt colours are really too harsh.
Or make the lines white (no filling) and put it on a dark blue shirt.
Also maybe rearrange them just a touch or add one or two more balloons to make the formation a bit less square. The left side of the design is almost a straight edge - you could take that small balloon at the top and move it down and to the left a bit to break it up.

I really like this, it just needs a couple of changes!
