You don't need to look like one to be one (I had spiky hair once but I guess I grew out of it)
1) those 'one-hit wonder polished punk groups you talk about' shouldn't really be called one-hit wonders since they've more or less supplanted all the boy bands of the 90s.
2) the 'attitude' of punk has just been the attitude of adolescents over time. You could go back to the early 1900s and find people with the 'punk' attitude for their time, the genre didn't spawn it per se.
3) most of the punk bands out today are either the polished boy bands on TRL, or mediocre scream-core bands it seems.
