The background is great. I'm not wild about the cat, though. It looks a little too sketched out. If you were to change that, I think this shirt would be pretty great.

That's totally my cat! But I'd like the design better without it.

i love the colors and the way the water is done. i don't like how nawc's whiskers are heavily colored; they need some more empty space. and i like most of the line work, but the shape of kitty is just not doing it for me. still a 3.

well... i feel bad 'cause lots of other people are saying how they don't like the cat either so i'll try to be a little more constructive. i think less less rubber-armed more human-jointed-like and maybe a more excited facial expression. or some facial expression. of any kind. would be good. maybe a superhero pose, one arm stretched, one on the hip? just throwing ideas out there. definitely re-sub though. the cat's the only part that doesn't work perfectly well, and it's a great idea.
