It's an interesting, bold graphic, but aside from the fact that she's a woman and she appears to be underwater, I really don't see a connection with the Decemberists or with the song. That big swirl above her head is quite distracting -- I think the drawing would have looked much better without it. Also, if you meant to depict her as to be drowning, why is she smiling?
