I agree that he should be looking at the fish eating the woman. Also maybe some detail to make his flippers a little more 3D. Kinda looks like he has flat feet atm. 4

Yeah he needs a foot shape in his flipper, and should look at her, otherwise why is he shinting the light in that direction. 4 as it is

I like how you did the flashlight lighting, but there is something kinda funky about the mermaid's hands, and the diver looks a little indifferent!

cool illustration. i love that the mermaid is actually i woman getting eaten by a fish. but overall it's not compelling.

Yeah, there definitely needs to be more of a relationship between the two people, or else it's kind of like, what's the point? Why is he so bored-looking? A woman getting eaten by a giant fish is not something you see every day. And if that's the point- the irony- it doesn't come across very well. It's cool, though. I like the shadows.
