According to threadless "The design must be within a 13 x 16 inch area"

My design that is up for voting now, which can be seen here
http://www.threadless.com/submission/137523/Bad_Day
Is larger then that but it wasnt declined for the voting, but maybe will it be if its in the top 300 designs?

Also my new one im working on now, which is here
http://www.threadless.com/critique/8674/Inked
is larger then that too. Would that be denied?

But ive seen a lot of shirts with bigger design size then that, even some that are all over the front which have been printed. So whats up with that rule?
