Do most of you use just your mouse for drawing designs? And what kind of hardware if not?

So are all the hoodies that just dissappeared going to be reprinted???

I'm wondering if there is away to take a photograph in Adobe Photoshop, and sort of 'cartoon-ize' it. Basically cutting down the clarity and making it more of an illustration. ???

Basically I have a few ideas, but have had little luck working with photoshop. I can see what I want in my head, and describe it, but it just ain't happening. Anyway, if anyone with more digitally artistic ability would like to get ahold of me, I'd love to see some of these things put to life.
