Could anyone dig the name of this design out of their memory banks?

It's a dark shirt, and there's a guy standing in the middle, wearing an old detective's coat. And tentacles instead of legs. He's standing next to one of those "suspicious person" signs, and his hat and face thing look just like the picture.
