Hmmm, greenbelt legislation with teeth. Couldn't happen in North America, not with the numerous ways that developers can buy their way out of planning rules.

Still, it seems a bit nuts to tear it down. However, from a more comprehensive news report, we learn:

Mr Fidler is fighting the borough council over 12 enforcement notices in total, which include the construction of a go-kart track on his 195 acres of land.

What isn't showing up in the news reports is whether the building ban existed when the Fidlers bought the property.

Brick buildings can be moved. It's just a much bigger deal.

This 1820s building in Toronto was moved a mile in 1972. It's a whopping 300 tons of house:
