I've seen this person in like a million different designs. I really like it don't get it wrong, I've just seen it every where and I think the person looks alot like J*Pop Rockstar Miyavi who is a total cutie. I don't think I get this shirt though

They obviously used a picture of him.

The image is not copyrighted, or else the designer would not have used it. Professional artists are careful about that. The designer just used that image to make a vector. He changed a lot of it anyway, so I think that even if it was copyrighted it wouldn't matter. I could be wrong about that though.
