Shave it all off and give it to Locks of Love. I did that last January. Not only is your hair put to a good use then, but you start over with almost no hair. It's refreshing. I keep mine short now cause I actually like it better.

I got a hair cut it's less emo for a change, but i also put copper red underneath my brown and in my bangs it's pretty cool I must admit.
