So I bought this shirt. I get both the references. But I can't speak french for shite. How would one pronounce the text on the shirt?

"Ceci n'est pas une pipe."

While we're at it, is the painter René Magritte pronouced "Ren-ay Ma-greet"?

Steve pretty much got it, ' cept that the "pipe" part is pronounced, "peep." I would write it:

suh-see nay pah oon peep

You do pronounce the s in pas because it's in front of a word starting with a vowel.

I wouldn't say peep, more like pip (kinda like hip, but with a p)
also, yes you pronounce the s, but it's more like a z

It's absolutely pronounced peep, not pip, please don't say pip. And as for the 'une' being pronounced 'oon', that's still not quite right, let me see, it's more like ew-n as in "ew, that's gross". So, the 'ew' ends with an 'n' sound. Does that help?
