i'm wondering, is there a FAQ or somewhere i could get information on how to create the art that people use in submissions.

that's kind of worded weirdly... i just want to know, what computer programs are people using to make their designs? i have ideas and designs that i would like to work on, and while i'm quite computer literate, i'm unfamiliar as to how to start. any pointers? thanks!
