Manipulate this equation into a correct one by freely moving the given four digits but without introducing any extra mathematical symbols.

Question 2:
Fill in the missing number (the dashes are only there for spacing so that the upper level numbers are directly over the lower level gaps, so ignore them).

I am trying to alter mathematics to make 2 to the 7th = 64. Math is not allowing me.
