[STP Contest] Dual Numberisms - Sarcasticatbest wins!

I'm placing an order today. First person to give me the correct answer to these two problems in the same post gets 3 delicious STPs. Googling any answer should be nigh impossible, though you're still welcome to try (you cheating jackass who ruins fun).

Question 1:
Manipulate this equation into a correct one by freely moving the given four digits but without introducing any extra mathematical symbols.
42=67

Question 2:
Fill in the missing number (the dashes are only there for spacing so that the upper level numbers are directly over the lower level gaps, so ignore them).

I am trying to alter mathematics to make 2 to the 7th = 64. Math is not allowing me.
