Paint is pretty much not the right tool for this. For one thing, it messes big time with jpeg compression, and it's even worse with gif files. Try and see for yourself anyway.
You might download GIMP (freeware) and learn it. It will take you a few days at least to get the basics, but if you're serious about the practice part of your program it will be totally worth it. Find some online tutos.
GET THE BASICS RIGHT FIRST: image file formats (jpeg, tiff, png, gif: look'em up on wikipedia), image sizes and resolutions (dpi). You don't want to spend days on a design and find out you made it far too small, or kill it with low-quality jpeg.

Anyway the youngest person to win was something like 14, but it sounds like your a long way off from winning but dont let that get you down.
