From what I've seen the majority of resubmissions always score lower even after you make the changes people told you to do... it just happens

My philosophy is that the first time one scores based partially on what they believe a design could be. The concept and all. Then, when the changes they asked for are implemented, it turns out it didn't make it that much better after all.

yea, thanks for your comments, who know? maybe they'll go fer it, I was watching some of the printed ones, and there were some that scored lower than mine, all I have to do now is wait :)

there have been designs printed over a year old

The reason:

People see the design, think "I've seen this before - gah!" then score low. They don't consider changes. Even if they themselves suggested something.
