Hey there designers, 2 questions:

Do any of you work on PC laptops without too much color uncertainty? What would you recommend? Can laptops even be calibrated?
The only experience I've had (pixel art on macs, not of the latest kind) was terrible: it's not even possible to guess at what monitor angle the brightness is somewhere near correct.
I really need one for all the month-long periods I'm away from home if I want to keep practicing on a somewhat regular schedule.

Also I have CS2 and no intention to upgrade: is it W 7-compatible? If not, is there a workaround?

My 4 year old macbook pro is pretty good comparable to my second monitor. I actually prefer to do most drawing/linework on the big monitor and switch to the laptop monitor for coloring because I find it is more accurate.

Can't help you with the second question, though.

I had CS2 running on Windows 7 for a while and I remember it being a pain. It worked but I believe the issue was that it tried to update every time I opened Photoshop, and therefore needed admin access every time. Just annoying.

If you a laptop with the best display, you need to look at the business models. HP has a laptop with an IPS screen (the best you can get on a laptop) but I think it starts around $2000 and will leave you with very little battery life. My current machine is a Dell Precision M4500 with the upgraded screen and it's pretty good.
