Probably because it's old so they would have been a smaller company with less funds with which to print a wider range of sizes, so they chose the ones they thought the most girls would wear. You, know, cost cutting stuff.

Perchaps they used a different supplier for girly shirts back then, which didn't offer small.

Just as an alternate possibility.
