I thought the joke was calling Women "Girls" on an activist t-shirt. It's a subtle chuckle at best, though

i love this shirt. it's showing the amendment that gave girls the right to vote. i don't think it's even supposed to be a joke.

That's awesome cause it says girls should have the right to vote and then shows the amendment that gives them the right to vote so it makes total sense.
