hmm...idk..only used photoshop....most would probly say vector.

The pen tool. Preferably in Illustrator.

use FLASH, trace bitmap.

The best tracing program out there in my opinion is called Adobe Streamline.

No, no...using programs with a trace feature is the FASTEST way to create vectors. Hand tracing, yourself (with either mouse or pen- pen easier) is the BEST way.
