What's the best way to go about getting a raster image into a vector format?

I thought designers stopped using Raster images cerca 1996?

The pen tool. Preferably in Illustrator.

use FLASH, trace bitmap.

The best tracing program out there in my opinion is called Adobe Streamline.

No, no...using programs with a trace feature is the FASTEST way to create vectors. Hand tracing, yourself (with either mouse or pen- pen easier) is the BEST way.
