Clearly, it is not. This design is portraying the cereal mascots as realistic animals.
The other design you shared is portrayed as a cartoon and has a different idea in mind.

3 similar animals in different poses don't equate to a rip off...especially when both designs are just a derivative of the General Mills "Breakfast Club" shirt that I can get for $10 at Target.

Electric Method is right...I was working on this cool drawing of a penguin with a jetpack, then i saw a submission from a few years ago with a bird with a jet pack...his was better :) I couldnt use your link Etchings but im sure its good too
