i'm not a huge fan of his wings, i'd probably just get rid of them. i think the clouds look fine, the highest one seems in an odd place to me. the flying fish sound like they will help!

So far - so good. Make the guy larger and "cleaner". You have so much sky and the center of interest is so small. The pole can be much smaller to compensate. He could even have a net instead of a pole.

Use brighter, more cheerful colors on the guy, and the fish when you get them.
